启动足球青训公益项目乐山商行意欲何为？

11月8日晚，乐山味道非常队主场迎战眉山射天狼队。万众瞩目之下，乐山市商业银行携手乐山市体育局、乐山市足球协会设立的“绿茵少年成长行动”足球青训计划公益项目（以下简称“青训公益项目”）正式启动。

这是全省率先发起成立的青训公益项目，将为乐山青少年足球人才培养注入200万元专项资金，重点用于足球队伍建设、专业人员培养、公益赛事等。一家金融机构，为何要发起青训公益项目？其背后有怎样的考量？

先行先试

探索社会参与体育公益的可复制模式

乐山商行相关负责人透露，200万元将按“三年行动”阶梯式发放，助力乐山系统化提升青少年足球竞技水平。

据悉，这笔公益资金将具体用于支持地级市青训队伍与各级优秀队伍开展交流赛，每年固定开展青少年足球联赛；开展青训俱乐部扶持，为教练员、裁判员提供定制化培训；举办乐山商行足球公益课堂，组织优秀教练和球员进入校园开展普及活动等。

“青训是足球发展的根基。”乐山市体育局相关负责人介绍，乐山拥有11个县（市、县）足协、16家青训俱乐部、男女足各5支省运会队伍及U17、U18、U19梯队，青少年足球队伍成绩在全省逐步提升。以青训公益项目建设为契机，乐山将进一步优化从区县俱乐部到市级梯队的青训选拔、培养、竞赛机制，力争乐山各级足球队伍在省级赛事中保持竞争力，在全国比赛中崭露头角，并向不同层级的专业队伍输送人才。

众人拾柴火焰高。无论是体育事业发展，还是人才储备，都需要社会力量广泛参与。其前提，得有一套行之有效的运行机制，涉及筹措资金、项目管理和评估等多方面——这也是青训公益项目长期稳定开展的关键。

记者获悉，青训公益项目将采取“政府引导+企业赋能+协会执行”的运行机制。通过整合政府、国企、专业力量，一方面探索公益支持与产业融合新路径，用金融力量为体育、教育等公益事业“输血”。这是践行国企担当的题中之意；另一方面，项目发起方将采用“1+N”方式，用一笔资金撬动更多资金和力量汇聚，通过“金融+公益+足球”模式，持续为足球事业“造血”。

“200万元就是这个‘1’。”乐山商行相关负责人进一步解释，将以可落地的项目为载体，采用“战略合作伙伴+联合赞助商”的开放合作模式，吸引更多企业、社会资源和专业力量参与，并在运行过程中探索出社会力量参与体育公益的可复制模式。

未来，乐山商行还将与乐山市体育局、乐山市足球协会建立“资助+评估+反馈”的闭环机制，确保每一分钱用于足球事业发展的刀刃上。
